The city had submitted an ap plication for federal funding that would have paid for the project in 2008, but the North Carolina De partment of Transportation was slow to approve it. Interim City Manager Tommy Warren said the city did not re ceive notice to proceed from the DOT in time to meet guidelines for full federal funding, however, so now the city must come up with 20 percent of the funding. The cost of the project is now around $450,000 and the NCDOT is responsible for 80 percent of that figure, which comes from federal highway funds. The cost of the project has nearly doubled since the city began working on DOT approval three years ago. The city has sought extra fund ing because of the delays and increase in costs associated with the project. Summit Engineering was con tracted to do the design, survey and bid administration of the project. That work must now be redone, Warren said. During last week’s meeting of the county commissioners, York and PCC President Dr. Walter Bartlett told commissioners that the county and the college would jointly administer the cultural arts program here. Classrooms will be located in the old Roxboro Florist building, adjacent to the Kirby Theater. Bartlett said he anticipated see ing 50 to 100 students per day re ceiving instruction in art, sculp ture, ceramics and music in the three classrooms to be housed at the site.
